The International Whaling Commission (IWC) as a rather unique body in international environmental governance. For one, because it has been ‘paralysed’ for several decades because of disputes over its way forward. For another, because it has been accompanied by controversy of some of its whaling members.
In an ArcGIS StoryMap, we briefly shed light on what makes the IWC so special.
